Major activities of the Chakma Students' Union(CSU),Shillong.2011

CHAKMA STUDENTS’ UNION,SHILLONG:
Report from the General-Secretary Mr.Dipayan Chakma
Major activities of the Union from 16th August to 13rd November 2011 are as follows:-
1.The new Executive-Body of the Union was selectively reconstituted on 16th August 2011 for the session 2011-2012 till date,which was unanimously supported by the 2/3 majority of the Union.Mr.Suman Chakma and Mr.Dipayan Chakma was appointed as President and General-Secretary respectively.
2.As unsatisfactory to all the members of the Union,the name of the Union has changed from Meghalaya Chakma Students’ Union(MLCSU) to present Chakma Students’ Union, Shillong(CSUS) to represent all the Chakma students community irrespective of individual territory.
3.On 20th August 2011,I accompanied by our President and Vice-President Mr.Priyotom Chakma made an official visit to Aizawl,the capital city of Mizoram to discuss several issues including Chakma Student’s Hostel at Shillong with Mr.Nihar Kanti Chakma and Mr.Nirupam Chakma,Hon’ble Minister of State and MLA, Mizoram respectively.Also we have attended at 8th Mizoram Chakma Students’ Union (MCSU,Aizawl Zone)’s Fresher’s Social.We have appreciated their hospitality and enjoyed one and all of their programmes.
4.It is also worth mentioning that this year for the first time in Shillong,we have conducted our first Annual Sports under the leadership of Mr.Suman Chakma.Also with restless efforts by Mr.Bhabentu Chakma, Sports-Secretary.The Sports was held from 10th to 13rd Sept. 2011.The outdoor items included were Football, Valleyball,Cricket,Kabadi,Running Race,Gudu Hara and Potti Hara (for girls only) and Relay Race. The indoor items included were Carom,Chess etc.
Achievers of the Sports(for Boys):
i.Football won by Longpuighat Zone,CADC,Mizoram.And the best player was choosen from the same team Mr.Amarjit Chakma,who proved himself as an excellent player.
ii.Cricket won by Kamalanagar Zone.And the “Man of the Series” went to Mr.Tapas Chakma from Barapansury Zone.
iii.Valleyball won by Marpara-Tlabung Zone under the Captainship of Mr.Narendra Chakma,who proved themselves as the best team of this game.
iv.Carrom won by Mr.Dhanabijoy Chakma and Mr.Nepolion in double and Mr.Ashis Chakma in single from Kamalanagar Zone.
v.Chess won by Mr.Mounton Chakma(a class-x pupil) from Marpara-Tlabung Zone who was recognized as “Player of the Year 2011”.
Achievers of the Sports(for Girls):
i.Football won by Green House under the Captainship of Miss Munisha Chakma,Treasurer.
ii.Vallayball won by Yellow House under the Captainship of Miss Mery Chakma,Cultural-Secretary.
iii.Gudu Hara won by Yellow House.
iv.Potti Hara won by Green House.
N.B.:All the participants from Tripura,Arunachal Pradesh and Chittagong Hill Tracts were divided equally and included in all the four teams Zones.And girls were included in both two Houses teams.
5.First Meet among the Chakma, Mara and Lai students(from Mizoram) at 35th Mara Students’ Organization (MSO) on 24th September 2011 at Anton Hall,Don Bosco Square, Shillong. Where the Chief-Guest Mr.H.Siku,Member,Mizoram Public Service Commission (MPSC) praised the Chakma Students in Shillong.We also promised to extend relations among the three communities and work together in the days to come.
6.This year our President with Mr.Kalasoga Chakma,(Chairman, Audit committee of CSUS) also attended at Guwahati Chakma Students’ Union(GCSU) first Fresher’s Meet on 2nd Oct. 2011.Where they reportedly met with Representatives from Tripura Chakma Students’ Association(TCSA) and Dibrugarh Chakma Students’ Union (DibCSU) for the first time.
7.On 29th Nov. 2011,we have also sent a petition to Mr.Lalthanhawala,Hon’ble Chief-Minister of Mizoram regarding the missing of Mr.Lobindra Chakma from the Lungsen Block Development Officer(BDO)’s custody after brutally beat up by Mr.John Tanpuia, BDO, Lungsen, Mizoram.Also to make immediate search operation to find him and unite him with his family.We further demanded a sum of Rs.10 Lakhs as interim compensation for the victim and his family.
8.On 6th Oct. 2011,we have organized a Picnic cum Open Discussion Meet near Umium Lake,Barapani,Shillong.Where representatives from CYCA, MCSU,TCSA and GCSU were present.At the same time we have also discussed about the problems facing by the Chakmas in Mizoram,Tripura,Arunachal Pradesh and CHT, Bangladesh.
9.Last but not the least,this year we have celebrated our 24th Annual Function Cum Fresher’s Meet on 4th Oct. 2011 at Assam Club Hall,Laban,Shillong.The Chief-Guest was Mr.Nirupam Chakma,Hon’ble MLA, Mizoram.Also Representatives from different NGO’s were present like MCSU(Aizawl Zone),TCSA,GCSU and the President of Shillong Buddhist Association(SBA).
More than 800 students were present at the function.Around 200 students were participated. The unique items included in this year function were Taekwondo, Hip-Hop Dance, Fashion Show, Cultural Songs and Dance etc.All the audiences were overwhelm with joy and rejoice,also could not hold their voice at the same time.

Subject: Disappearance of Mr Lobindra Chakma from the custody of Lungsen Block Development Officer (BDO), Mr John Tanpuia, since 23 September 2011

Sir,

The Chakma Students’ Union (CSU) is writing to seek your urgent and personal intervention into the brutal assault of Lobindra Chakma (44 years), s/o Chitra Kumar Chakma and his wife Ms Milebo Chakma at Siphirtlang sub-village under Lungsen village council in Lunglei district of Mizoram on 23 September 2011.Lobindra Chakma has been missing from the BDO’s custody since 23 September 2011.

The facts of the case are as follows:

The BDO, Mr John Tanpuia had asked Lobindra Chakma to saw teak logs,which the later refused on the grounds that he had no partners (it needs at least two persons to saw logs) and had no money to hire labourers. Angered by this, the BDO withheld Lobindra Chakma’s wages under the National Rural Employment Guarantee Scheme. Lobindra Chakma filed a complaint with the Lunglei Deputy Commissioner against the BDO for blocking his NREGS wages.

Enraged by the complaint,the BDO Mr John Tanpuia, accompanied by another person named M Vanlal Hluna went to Siphirtlang village on 23 September 2011 and brutally beat up Lobindra Chakma,and his wife, Ms Milebo Chakma in full public view.The Christian priest tried to prevent the assault but the BDO did not heed to the priest. Due to the severe assault, Lobindra Chakma vomited blood but the BDO continued to beat him. Chakma and Mizo villagers were witness to these brutalities.

Later, Lobindra Chakma was huddled into the BDO’s vehicle and taken to his quarter at Lungsen. Since then,Lobindra Chakma went missing from the BDO’s custody. His whereabouts are unknown.

It is a clear case of brutalities by a powerful official against a helpless villager. The misuse of authority by the BDO is palpable. Such brutalities are unacceptable in a civilized society. That the victim went missing from the BDO’s custody is a matter of great concern.

The law of the land demands that the Lungsen Block Development Officer Mr John Tanpuia must be punished for his illegal and unconstitutional actions.

The BDO should also explain his position about the disappearance of Lobindra Chakma from his custody since 23 October 2011.

Also, I have learnt that yesterday when Ms Milebo Chakma,wife of the victim went to lodge an FIR to Officer in Charge of Lungsen Police Station, he refused to entertain the complaint of the victim’s wife.Which is also indicates that the concern villagers are totally helpless.

The Chakma Students’ Union (CSU) urges Your Honour to kindly take the following measures:

- Direct the Mizoram Police to register a case against Lungsen Block Development Officer Mr John Tanpuia under appropriate sections of the law and immediately arrest him;

- Order a high level investigation by a police officer not below the rank of Superintendent of Police and further prosecute Lungsen Block Development Officer Mr John Tanpuia, if found guilty;

- Suspend Lungsen Block Development Officer Mr John Tanpuia with immediate effect till the completion of the investigation;

- Take every measures to find out the whereabouts of Mr Lobindra Chakma and reunite him with his family; and

- Provide a compensation of Rs 10,00,000 (ten lakhs) to the victim’s family as interim compensation, and the same should be recovered from the accused BDO.

MAJOR ACTIVITIES CONDUCTED IN THE SESSION:

ANNUAL FUNCTION CUM FRESHER'S MEET:
On 25th Septeember 2010,MLCSU celebrated 23rd Annual Function cum Fresher's Meet at Savio Hall,Don Bosco Square,Shillong.More than 200students participated.On the same day we met many families who were unknown to us before.They told us that they came after reading about the function in The Shillong Times and The Meghalaya Times ( popular dailies of Meghalaya).

The function was attended by Mr.Ajay Kumar Chakma,Executive-Member,CADC as Chief Guest and Mr. Indralal Chakma,former President of Young Chakma Association.There were also representatives from several student bodies like Guwahati Chakma Student's Union and Barak Valley Chakma Student's Union.More than twenty programmes were showcased which included a Traditional Fashion Show ,Cultural Dance,Folk Song and drama which were deeply appreciated by one and all.

MAJOR ACTIVITIES CONDUCTED IN THE SESSION:

Submission A Memorandum to K.K. Tongchangya,CEM,CADC:On 19th May 2010.

Following are the Demands of the Union:
I.The need for a Chakma Students' Hostel in Shillong:
The above mentioned problems(attached with the copy during submission) can be solved if there is a Chakma Students' Hostel established in Shillong by the Chakma Autonomous District Council.

It may be mentioned that due to lack of financial assistance,many Chakma Students from Mizoram and are compelled to live in the Buddhist Tribal Student's Hostel at Polo in an overcrowded condition,which in turn affects their study.The proposed Chakma Students' Hostel of CADC will provide much needed relief to the students.

The Meghalaya Chakma Students' Union would like to bring it to the kind attention of Your Honour that that the Bodoland Territorial Council and Karbi Anglong Autonomous District Council have established hostel for Bodo and Karbi Students in Shillong respectively.This they had done long before by keeping the interests of their student communities in mind.The Mizos have their own Mizoram House.

II.The need for Immediate fulfilment:
Least of the above mentioned problems can be solved out immediately by the following steps:

i.Scholarship to the topper/distinction students studying in Shillong which will facilitate the students to enrich the quality of education.

ii.Coaching sponsorship to the eligible students especially for those medical/engineering/civil aspirants.

iii.Repairing of the deteriorated rooms of the Buddhist Tribal Students' Hostel as this is the sole Rest House free of cost for the Chakma students/guardians/new comers.

iv.Emergency surplus funds to the Union(an amount is given) so that it can helps the needy students during emergency.
